In 2004, I lived in Red Lake, Minnesota while working for Youthworks! Among many amazing and different things happened I want to point one thing right now. Police scanners. Everyone had a police scanner in their house almost constantly on.
Of course, the people using these could hear police communications. So when two people died in the lake the second week we were there, everyone knew immediately when they heard it on their police scanners.
They were also used for communicating items throughout the community. Our leader made an announcement that our summer kids program was going to be starting soon over the police scanner.
Also, one house I went to knew me already. Recently someone had reported a truck parked overnight at the school (my truck) and ran the license plate. So, this person had heard this recently on the police scanner.
